On the complaint of Mr.Inayatullah Head master Govt: high school Sher Dil Behrani colony Dera Allah Yar District Jafar Abad the complaint No.11/2022 vide this office order No.DG/ACEQ/INV/2022/533-35 dated 3rd February, 2022 regarding corrupt practices in the constriction of (06) additional rooms in Govt: Boys High School Sher Dil Behrani at Dera Allah Yar during the year of 2016 and the undersigned was deputed to probe into the matter thoroughly.

During the course of inquiry it was revealed through the obtained record that the construction of (06) additional rooms was approved under PSDP No.1429 FY: 2015-2016 with the estimated cost of Rs 8.219 (m) and the contract was awarded to M/S Muhammad Waris Government contractor by authorities of executing agency CW,PP&H District Jafar Abad in the month of June 2016 with the direction to complete the work within stipulated time. In the course of inquiry in order to verify the work done on site a Technical Expert  of CW ,PP&H District Jafar namely Mr.Ashiq Ali SDO came up with the following observation vide letter no. dated  .” It is found that only foundation work was done at the start of work , but later on the work was stopped due to the sudden death of the contractor, columns steel bars was cut off by the school administration so that the students may not be injured .Now earth has been filled , the foundation work has been buried in the ground”  vide letter No. 231 dated 23-05-2022 .It is pertinent to mention here that the work was was supposed to be completed in December 2016 ,which remained to be incomplete in 23rd May,2022 and the deceased contractor was paid an amount of Rs 2450,250/=  asp  per record received during the probe. Moreover, the calculations and entries made in the ( MB ) Measurement Book reflects that the work is completed till Door Slab not actually verifying the work done on site which is genuinely till foundation and turned into remains due to Malafide and corrupt practices of the executing agency .

During the course of inquiry the allegations level against  Mr.Allaudin Baloch Executive Engineer and  Mr. Muhammad Azam Sub Divisional Officer stand proved  who fraudulently  made   advance payment to deceased contractor Muhammad Waris  causing  a loss to Government Exchequer Rs 2450,250/= by being involved in  corrupt practices  which  falls in the purview of criminal misconduct, as per approval of competent authority vide letter No.DG/ACEQ/INV/2022/2248-50 dated 11-08-2022  , a case is hereby registered against above mentioned  accused persons of CW ,PP&H District Jafar Abad ,Balochistan and its investigation is entrusted to the undersigned by the order of the Deputy Director (INV) Naseer Abad, Anti-Corruption Establishment Balochistan Quetta.

On the complaint of Divisional Director Education (Schools) Kalat at Khuzdar Mr. Abdul Wahid Shakir Baloch Complaint No. 93/2022 vide letter No. Director/ACEQ/INV/2022/1748-49 dated 15th June 2022, was registered against Mr. Muhammad Majeed Bhatti Ex-Principal GBMODHS Khuzdar/DEO Khuzdar, regarding corruption in Cluster Budget 2019-2020. The Assistant Investigation Officer Mr. Muhammad Yousaf was deputed to probe into the matter in the light of the Departmental report and further investigation. On the basis of the obtained record and evidence inquiry No. 3/Q/2022 was registered vide office order. 1984-84/2022/INV/ACEQ dated 4th July 2022, with the approval of Competent Authority.

During the course of inquiry the relevant record was obtained and statements were recorded which revealed that Mr. Muhammad Majeed Bhatti was posted as Principal GBMOHS Khuzdar/DEO/DDO during the year 2020, and drawn the cluster budget 2019-2020 as 25 feeder schools amount Rs. 751179/= for repair works on 25-06-2020 cheque No. 171043 and out of 25 schools repair work was not carried out on 12 feeder schools and Rs. 338031/- was embezzled.

During the inquiry, the allegations leveled against Mr. Muhammad Majeed Bhatti Ex-Principal GBMOHS Khuzdar/DEO/DDO stand proved who fraudulently embezzled the cluster budget allocated for the repair of schools amounting Rs. 338031/- causing loss to Government Exchequer and has committed the offence, which falls under Section, 161/409/420/467/468/471 PPC R/W 5(2) Act-II 1947 and as per approval of the competent authority vide letter No. 11-13(12)/2023/SO-I(S&GAD) dated the 14th February, 2023, GOVERNMENT OF BALOCHISTAN, SERVICES AND GEN: ADMN: DEPARTMENT (SECTION-I), a case is hereby registered against the accused Mr. Muhammad Majeed Bhatti and its investigation is entrusted to the undersigned by the order of the Deputy Director (INV-I), Anti-Corruption Establishment Balochistan Quetta.

Introduction

First of all I would like to extend thanks and gratitude to GBP SMU for arranging such knowledge full and comprehensive exposure visit for the participants.

This is it not only added the exposure avenues but also contributed immensely in the new learning and knowledge of the participants. This will help a lot in future progress and implantation of the learning by the participants.

Report

Singapore consists of a mosaic cultural system. Its population is multi-racial consisting of 70% Chinese population. Meritocracy is the only pivotal criterion to any level of AT educational as well as administrative setup. Political consistency is another major contributing factor in the development of the country, as the continuity in policies and projects remained constant and uninterrupted.

The services sector is the backbone of the economy of the country contributing to two third of the total GDP. Wealth Management Services is the second in the world only after Switzerland. The population is 5.5 million only and Singapore is a wealthy child in a poor neighbourhood.

The prime priorities are the educational and economic sectors. Almost 90% of the total population resided in public housing praised by the government. Singapore stands second ranking in the world regarding Ease of doing business mechanisms. Meritocracy is the only criterion followed in the educational system in respect of everything else.

Self Reliance is the prime objective of the government whereby 0% of foreign loans and aid in the country. Since the 1970’s 0% unemployment vote prevails in the country where by right man for the right job is strictly observed and educational policies are modified according to this the demands of the business and economics sectors strictly. Singapore is one of the cleanest as well as the greenest country in the world.

Water is scarce in the country and they have developed means and ways to preserve every single drop of rainwater to be preserved and utilize it properly. Greenery and plantation is the prime factor contributing to the country. 0.8 hectares of area is dedicated per 1000 population in the whole of the country. In the 2000’s more than 40% of the area is covered by vegetation. They are presently working on a project whereby turning the country into a “city in nature” by 2030.
